PROJECT TITLE: "The day care center RALUCA"

Creating a permanent structure by setting up a Centre for assistance, support and advice for children from disadvantaged families, subjected to violence and exploitation or who are unable to continue their studies and leave school, called "Day Care Center RALUCA"

The building is composed of:
- 4 rooms
- Kitchen
- Pantry
- Bathroom
- Hall
- Basement, with special spaces to keep goods from our sponsors and with good conditions to prepare all materials necessary for the suport of our assisted childrens
- Bridge (with the possibility of attic in the future)
- Courtyard and garden with fruit trees, ideal for building a space for play and relaxation area of about 100 square meters
- Garden, where we want to implement Phase II aa project, building a social canteens (equipped with dining room and kitchen with 80 seats necessary enclosures, ground floor) and accommodation of 24 beds (6 rooms of 4 beds), storage cellar, where there will be also a washmashine.

LOCATION:
North-central area of Romania, city Reghin, Mures County.

TARGET GROUP:

30 abused children (from poor families or have parents who leave them to work abroad), especially those with school problems and possibly health problems. To these add a further 120 children, mostlly from Band, a small community near Reghin, will receive clothing, school supplies and food to enable them to attend school. Broadening the target group will be next spring, with the start of the second phase of the project.

PURPOSE:
Creating House Raluca, model center for assistance, support and social integration of children abused and exploited in order to prevent school dropout. In addition, the Centre will consider providing a van that can provide food and distributing clothes to children in poor neighborhoods will be helped by the association.

PARTNERS:
Local, national and international sponsors, Reghin City Hall, Band City Hall, County School Inspectorate, the Community Police Reghin, County Child Protection Department and other partners interested in developing strong social structures.

BRIEF DESCRIPTION:

Children from surrounding villages Reghin first strike against the lack of family support to attend school (either because the family is not keen to support them at school, because they believe that school is an unnecessary expense, whether one or both parents are working abroad and those who care for children unable to help them continue regular school), but the lack of school participation and community integration and support for regular attendance and good results school.

Being a young organization, but already with some experience in humanitarian activities (although, for this purpose I have founded the association), the Association has developed this project of a Day center just to prevent school dropout and supporting gifted children, but without material possibilities. Children are those for which it is necessary to create a support structure in order to attend school. Through this center will ensure a hot meal at noon, adequate space to prepare lessons with teachers spcializate, that will help and guide a large library, Internet access, a psychologist and specialist for health surveillance. In the evening, on returning home, children will be given a package with coold food. At certain intervals (monthly) will provide supplies and, depending on season, will provide for the 30 children who will benefit from direct assistance, suitable clothing and footwear. Along with these children will be assisted directly provide food aid, clothing, footwear and school supplies for 120 children in a community near Reghin, Band, faced with problems of chronic poverty. And these children will provide specialized care when needed (especially since many parents have not worked, nor the legal work and therefore do not have health insurance) and support for training school required.

The development of the Center is the first step. The second phase, which we develop next spring, through a separate project: will be build an accommodation with fully equipped kitchen, behind the existing center, which will retain the function of the center daily.

Activities and Results

- Purchase of own building association, which can be rearranged for this Center with minimum cost and effort, due to improper construction period;
- Proper arrangement of the building to provide two classrooms with computers and Internet access, a kitchen with related facilities to serve the daily meals for approximately 40 people (children and staff assisted the Centre will ensure serve food in the the catering system at this stage, because we can, given the period in which we find ourselves, to do the work necessary to comply with the requirements we have a kitchen), bathroom, cabinet psychologist, Center office staff, aid collection point, car vans,

- Purchasing equipment for the center, including kitchen equipment and storage facilities, which will fit in the basement, buying a van for the supply and distribution of relief

- Purchase of equipment, supplies and other necessary for children to a school year
- Selection of personnel for the center (it will provide jobs aprox.10: two teachers, a psychologist, two social workers, two bucărărese, two nurses, a driver who will take up the supply, a project manager, an assistant manager project tasks as economic)
- Concluding a partnership with the county (or local) for child protection and the county school inspectorate to ensure continuity of support for children with problems in the schools where they teach, to ensure effective support given by the association, partnership agreements Community police will conclude with Reghin, as with other public authorities that will show available to support our project
- The criteria that will determine which children may be assisted by the Centre and for how long, and the criteria defining what families can receive assistance at home
- Selection start children will benefit from the Centre House Raluca
- Start of the assistance program,

- Monitoring of each child in the program, through psychological evaluations and teachers at the school where they learn to determine their position at the entrance to the program, and regular assessments, at first monthly, then after recovering school issues every three months.

Expected impact

Raluca Center will create a working model that we intend to institutionalize. Along with children assisted directly in the center will join in this project and children with family problems who need support. It is planned to reduce school dropout by 30% after the first year of project implementation, support to children subjected to violence and family abuse or social integration project in school, care institutions, local communities and families. Besides the direct effect from the training center will help the local community in solving their own problems.

- Funding from the Trust for Civil Society in Central & Eastern Europe (CEE Trust) and other sources
